Clean Energy leaders celebrate as the Clean Jobs Act passes state lawmakers

A few months ago, Maryland’s Clean Energy industry leaders celebrated as state lawmakers passed the Clean Jobs Act, the bill is now awaiting the Governor’s signature and is scheduled to go into effect by 1 October 2019. 

What is the Clean Jobs Act?

By 2030, Maryland aims to source 50 percent of its electricity from renewable energy sources, including a 14.5 percent carve-out for solar energy. The Clean Jobs Act will stimulate Maryland’s clean energy economy and in-state electricity generation, helping to create hundreds of new job opportunities in the clean energy field. It also requires Maryland to examine ways to reach 100 percent clean energy by 2040. 

Why is the Clean Jobs Act so important for Maryland?

“The Governor has an opportunity to bring back the 900 solar jobs lost over the last two years. Furthermore, CEJA shows companies like Amazon, Facebook, and Microsoft – all of which have committed to 100 percent renewable energy – that we’re open for business,” said David Murray, Executive Director of the Maryland- DC-Virginia Solar Energy Industries Association.

The Clean Jobs Act will help boost the state’s clean energy economy, drawing billions in local investments, and making Maryland – the Old Line State – attractive to major corporations and businesses committed to procuring 100 percent renewable energy, such as Facebook and Amazon. Calculations say that the bill will result in approximately 20,000 new solar jobs and also build Maryland’s growing offshore wind workforce, enabling 5,700 development, manufacturing, and construction jobs and drive billions in direct investment in Maryland’s economy.

Maryland uses an estimated 1.5 million megawatt-hours of energy each year. House Bill 1453, the Clean Jobs Act, uses this estimate and estimated Renewable Energy Credits, to calculate incremental increases in energy costs, each year, to support its budget. The bill goes on to say: 

“…the bill increases State expenditures (all funds) by about $1.2 million in fiscal 2019, $2.4 million in fiscal 2020, $2.8 million in fiscal 2021, $2.8 million in fiscal 2022, and $3.0 million in fiscal 2023. This reflects a rate increase of about $1.40 to $1.85 per megawatt-hour.”

While residence will see small to medium incremental increases in monthly energy bills each year, larger commercial customers, multi-location businesses and manufacturing companies will be impacted by a significant monthly increase unless prepared. The more energy they use, the bigger the increase.
